ATTENTION ALL TWIN LAKES PROPERTY OWNERS

Dear Members:

Two important pieces of information for you from the Flood Action Committee
and Twin Beach Assoc. Executive.

1.  Dennis Turek attended a presentation with the Association of
Professional Engineers of Manitoba.  At that presentation he described the
plight of Flood Victims who are being asked to raise or move their buildings in
order to qualify for Financial Assistance.  Many of the suggestions made by
individuals coming to your property as to what you need to do in order to
qualify for assistance have proposed actions that seem almost impossible.  As a
result of my presentation to this group of Professional Engineers, the Director
of this Organization, Grant KoropatniK, will send out an email to all 4000
Engineers and Consulting Engineers  asking them to contact me if they feel they
have the professional expertise to advise us on how to handle the mitigations
the Province is asking you to comply with.

Let us be clear, that the names that I receive and post on our web site
will be a list for you to personally draw upon if you wish to hire an Engineer
for advice and consultation. Of course you do not have to restrict yourself to
this list and my get advice from whoever you wish.  This is just offered as a
resource to you because our committee has become aware that there is a struggle
for some of you to find Engineers that are willing to come out and offer
advice. The Gov. Assistance Programs to offer coverage and payment for
Engineering Advice of up to $2000.00 is found under the
Guidelines of the Water Stewardships 2011 Individual Flood Protection
Initiative (IFPI)
Guidelines and Program Overview.

2.  Dennis Turek met with Mike Yacentiuk, Senior Director of MASC about two
weeks ago in Portage La Prairie.  As a result the following initiatives will
occur.  MASC will make a presentation to ALMS members and representatives of
Flood Affected RM’s to explain to us the intricacies of the Various Programs and
how they mesh together,  They will provide us with copies of their presentation
so that we in turn will then call a mtg of our associations and present this
info to you in a tutorial style meeting.  This meeting with MASC will occur
before the end of October in Winnipeg. Then subsequently in early NOV. or late
OCT we will call an MEETING of ALL TWIN LAKES BEACH MEMBERS TO EXPLAIN IT TO
THEM.

However, prior to this, some of you, especially those who have had their
buildings demolished or those who are waiting for demolition will receive a
LETTER IN THE MAIL asking you to attend an appointment with the GOVERNMENT to
discuss their COMPENSATION OFFER TO YOU.  According to Mike, they will have a
cheque ready for you.  YOU NEED TO BE AWARE THAT BY ACCEPTING AND
CASHING THAT CHEQUE

                           WILL NOT PRECLUDE YOU

FROM APPEALS PROCESSES IN THE
FUTURE.  THESE WERE MIKE YACENTIUKS. WORDS
.

Personally, my family, will probably be one of the first to get this letter
to attend this appointment, because our buildings have been demolished and
removed.  We will make very sure that we are not closing any doors for future
appeals before we accept the cheque.

We will also seek advice before making our decision as to how to move
forward.

WE CAUTION YOU NOT TO BE INTIMIDATED BY THIS MEETING.  YOU HAVE THE RIGHT
TO THINK THE OFFER OVER AND GET ADVICE.

We have received reports from a few of our residents that, this past weekend, they located a number of rocks in the lake that had zebra mussels attached to them.It appears the mussels have arrived at our beach.Please let folks know, and especially children know - as if they are in the water playing, and they step on rocks with zebra mussels attached, those little buggers can be razor sharp, and could easily cut someone's exposed skin.FYI. ... It is our unfortunate duty to share with you some information provided to us at the AGM last weekend by the RM of Woodlands.It appears that the agreement between Woodlands and St Laurent for winter snow plowing has been dissolved, and is no longer in place. As a result, St Laurent will not be plowing the road this coming winter.This is not due to the councils of either RM, both of whom remain in favour. The problem is due to the union in the RM of Woodlands, that has objected to the agreement, as it considers it a form of outsourcing, and a violation of the collective agreement. I know from talking to numerous of the full time residents of Woodlands that they were very pleased last winter with the impact of the agreement, and I have no doubt that you will find this news disappointing.Snow plowing will return to the format that was in place prior to last winter.I am told that the collective agreement is coming up for renegotiation in the next year or so, and the RM of Woodlands will try to get this arrangement into the union agreement when it does. A very big THANK YOU to Will Jones, past president of the TLBA. As president for the last few years, Will made it his focus to help individual members with their issues, concerns and problems, during all four seasons. Additionally, he put considerable effort into issues relating to environmental cleanup, solving the issue with ghost nets in the water, a decontamination station for zebra mussels, election communications, coordination with the other beach associations, and more.Will was always available to lend an ear to anyone who needed help.Thank you for all your efforts Will, Twin Lakes Beach is better for them! ...
