  1. Call to order; Quorum and Roll Call/Acknowledgement of volunteers and Past Presidents in attendance/Introduction of guests. President Will Jones, Treasurer Robert Barnes, Secretary Lisa Schneider in attendance.
  2. Adoption of the Agenda. Moved by Will Jones, Seconded by Jeff Douglas
  3. Approval of the 2022 AGM Minutes, Business arising from the minutes. Moved by Jeff Douglas Seconded by James Romanow. No business arising from the Minutes.
  4. . Reports:

Fire department, Lawrence Heise *** (Roger Gillis)

3 proposed options Option #1 – purchase water rescue boat About $40Kfire department would coordinate, would store equipment, would facilitate communication, but would not perform water rescue, it would be done by a trained group of water rescue team6 fire fighters willing to take on the challenge.

Option #2Beach associations assemble a list of equipment available. For example is there a boat, where is it, does it have equipment needed (life jackets, etc)Beach association would put together a list of people with boatsLaurentia has 6 people with boats that have declared. Who will operate the equipment?  Volunteers. If boat is used, gets damaged,  how would this be looked after?Would need to come to some sort of agreement Expenses, fuel, etc.Fire department would still handle logistics and communication Phone contact names, lists, availability, etc.

Option #3 – do nothing. No money at the RM. RM is trying to recover RM Is in a serious deficit, and has been for years, dating back to 2021RM has no money in coffers to fund the boat/expenses

RM Of Woodlands

  1. Reeve, Doug Oliver Got through winter pretty well.  Agreement with RM of St. Laurent for snow plowing fell apart, and does not exist. Union objected as contracting out.  And the agreement was blocked. This year a new union agreement is being negotiated, and perhaps it can be incorporated. Got a new grader this year.  Cost more than $500,000.  Have a full staff of grader staff in place, as well as a group of retired people who help Snow, rain, etc has been very hard on roads in the RM.  Applied for disaster funding, maybe some help will be coming, but province had denied assistance.RM is spending 100’s of thousands extra on repairing roads that was not expected. Twin Lake Beach road was graded and dust control added. Explored garbage pickup in winter, but it was too costly and was abandoned. Announced last year, entering project with RMs around us, for personal care home in Stonewall.   This has been paused, have not been able to get a meeting with the province. Personal care home space is very limited and capacity is not expanding. Hydro poles put in, Valley Fiber installing. Taking their time. Still some hydro poles to install. Road encroachment problem still exists. Aug 1st there was a meeting, invited land owners, but only 4 people showed up. Over the winter hired a consultant, looked at moving the road over, during the winter, to see if the project is viable and the cost.  The project is feasible, but now environment wants to pay compensation for disturbing the marsh.   In discussions about going forward with the project.   The discussion has led to suggestions that the private property should just be expropriated. Still working on it. Expropriation is not the preferred method. Most of the people who used to work at the province, don’t work there anymore, and its hard to find the right people to talk to.

Questions

Rumours that the province has shelved the northern drainage channel. Is the RM of Woodlands concerned at all?  Yes, certainly.  But its outside of our control. It needs to happen, and we will attend meetings when they occur – but nothing is moving at this time.

Constitution: The vote for the new constitution was close, but did not achieve the 2/3 majority needed to pass. (cited from Facebook post)

Bylaw changes were not raised at the meeting.

We have received reports from a few of our residents that, this past weekend, they located a number of rocks in the lake that had zebra mussels attached to them.It appears the mussels have arrived at our beach.Please let folks know, and especially children know - as if they are in the water playing, and they step on rocks with zebra mussels attached, those little buggers can be razor sharp, and could easily cut someone's exposed skin.FYI. ... It is our unfortunate duty to share with you some information provided to us at the AGM last weekend by the RM of Woodlands.It appears that the agreement between Woodlands and St Laurent for winter snow plowing has been dissolved, and is no longer in place. As a result, St Laurent will not be plowing the road this coming winter.This is not due to the councils of either RM, both of whom remain in favour. The problem is due to the union in the RM of Woodlands, that has objected to the agreement, as it considers it a form of outsourcing, and a violation of the collective agreement. I know from talking to numerous of the full time residents of Woodlands that they were very pleased last winter with the impact of the agreement, and I have no doubt that you will find this news disappointing.Snow plowing will return to the format that was in place prior to last winter.I am told that the collective agreement is coming up for renegotiation in the next year or so, and the RM of Woodlands will try to get this arrangement into the union agreement when it does. A very big THANK YOU to Will Jones, past president of the TLBA. As president for the last few years, Will made it his focus to help individual members with their issues, concerns and problems, during all four seasons. Additionally, he put considerable effort into issues relating to environmental cleanup, solving the issue with ghost nets in the water, a decontamination station for zebra mussels, election communications, coordination with the other beach associations, and more.Will was always available to lend an ear to anyone who needed help.Thank you for all your efforts Will, Twin Lakes Beach is better for them! ...
