Notice of meeting Open to General Public – UPDATED with
Agenda Topics

ALMS is holding a meeting, open to all members of the public impacted by the
flooding of Lake Manitoba
. This meeting is meant to gather
input and feedback of issues which ALMS should pursue, and to help set
priorities.

Open to: Anyone impacted by the flooding of Lake Manitoba
Date: March 19,
2012
Time: 7:00 pm
Location: 1055 Wilkes Avenue, Winnipeg, MB

A web-based broadcast of the session will also be available for those who can not
attend in person, but would like to attend remotely.

To assist attendees in preparing for the meeting, ALMS will be organizing
discussion around the following topics which will be discussed at this meeting
:

  1. Lake level regulation and operation of water control structures.
  2. Impact of water level regulation on the surrounding lake use for agriculture, wetlands,
    wildlife, recreation
  3. Impact of policies and zoning regulations regarding bodies of water in Manitoba.
  4. The T.A.P.P. program or parts A, B, C, of Manitoba Agricultural Services Corporation
    (MASC)
  5. Service delivery of Manitoba Agricultural Services Corporation (MASC  Parts A, B, C)
  6. Service delivery of Manitoba Water Stewardship (Part D)
  7. Compensation VS Assistance-Can our communities be whole again in the present and future?
  8. Establishment of future coordinated flood response.
  9. The 2011 flood event regarding its financial, environmental, social, water quality
    and human health impact
  10. Suggestions for procedures for preparing and undertaking flood mitigation measures.
  11. The current level of flood preparedness and flood-fighting capacity by the province,
    municipalities and various beach associations.  How could things be done
    differently in the future?
  12. Adequacy of communication to the public and those affected by the flood event; including
    flood forecasts, emergency response, disaster recovery and flood mitigation
    programs.
  13. Impact on the community with respect to road networks, accessibility to personal and
    business properties and general public access.
  14. What would you name as the top three priorities to bring forward to government in
    regards to the Flood of 2011?

We have received reports from a few of our residents that, this past weekend, they located a number of rocks in the lake that had zebra mussels attached to them.It appears the mussels have arrived at our beach.Please let folks know, and especially children know - as if they are in the water playing, and they step on rocks with zebra mussels attached, those little buggers can be razor sharp, and could easily cut someone's exposed skin.FYI. ... It is our unfortunate duty to share with you some information provided to us at the AGM last weekend by the RM of Woodlands.It appears that the agreement between Woodlands and St Laurent for winter snow plowing has been dissolved, and is no longer in place. As a result, St Laurent will not be plowing the road this coming winter.This is not due to the councils of either RM, both of whom remain in favour. The problem is due to the union in the RM of Woodlands, that has objected to the agreement, as it considers it a form of outsourcing, and a violation of the collective agreement. I know from talking to numerous of the full time residents of Woodlands that they were very pleased last winter with the impact of the agreement, and I have no doubt that you will find this news disappointing.Snow plowing will return to the format that was in place prior to last winter.I am told that the collective agreement is coming up for renegotiation in the next year or so, and the RM of Woodlands will try to get this arrangement into the union agreement when it does. July 8, 2024 the province performed ecoli testing at Twin lakes Beach. The results were good, 35/100ml, and no algae blooms detected. A result less than 200 is considered good.Fyi ... See MoreSee Less

A very big THANK YOU to Will Jones, past president of the TLBA. As president for the last few years, Will made it his focus to help individual members with their issues, concerns and problems, during all four seasons. Additionally, he put considerable effort into issues relating to environmental cleanup, solving the issue with ghost nets in the water, a decontamination station for zebra mussels, election communications, coordination with the other beach associations, and more.Will was always available to lend an ear to anyone who needed help.Thank you for all your efforts Will, Twin Lakes Beach is better for them! ...
