Scott Forbes and Jack King represented Twin Beach at a meeting called by the EMO for St Laurent intended to share information about the flood plan and to encourage our cooperation.
The RM
  • will assign contractors to the beach communities to install super sandbags. They are starting with priority areas that were defined broadly as places occupied where little to no mitigation was in place and so were vulnerable. Some areas may not be suitable for the project. Work can be expected to begin next week for as long as there are materials – geotech underlay is on order as are more super sandbags. 
  • small sandbags are available at the RM building. These are expected to be used to shore up the larger bags or discreet areas of your property. These bags have to be filled and transported to property by owners. We asked for drop off points to be established for sand and the bags – as was the case in 2011. There are no sandbagging machines available at this time as they are deployed West of us. As they become available it may be that bags will be filled centrally by volunteers.
Emergency Requests:
  • display your lot number a signs large enough for emergency personnel to read from the road.
  • in the event of evacuation residents are asked to display their name and contact info on a sign in a window of their homes
  • septic tanks should be drained of sewage and partially refilled with water and clearly marked with a stake to minimize damage and spillage in case of flooding.
Communication:
  • register with the RM if evacuated.   To assist with communication residents are asked to register with the RM once a notice to evacuate is issued.
  • AT THIS TIME THERE IS NO PLAN TO EVACUATE!
  • update information with the Association. If your contact information or email address changes please help us keep current by forwarding such changes to an executive member or Lori Fenn   lorifenn@shaw.ca

There was an implication for Woodlands members on the geotube front. Apparently the RM of St Laurent requested these tubes and were turned down told that the priority at this time is super sandbags. One rep reported talking to a Federal Department who advised that this request for the tubes had to be raised by the RMs before DFA could consider it.
There are two crests expected on the Assiniboine between now and the end of July. The effect we will feel early this up-coming week is an increase in flows from the Diversion (from approximately 18,000 to 30,000cfs) Such increases are expected to cause a rise in Lake level of 6 inches per 10 days. With optimum conditions we may escape with slightly under 815 – with rain slightly over.
Finally, I was asked to illustrate vulnerable sites on Twin and asked for more time. In my experience vulnerable meant age, handicap and/or ability to communicate in English. They are talking about a whole other definition more along the lines of those without mitigation and with buildings.
