The channel project has had funding allocated by the Province and Federal Government. We have had Open Houses detailing the specs and location approved. The Feds opted for a one-year environmental impact assessment. The Province completed an Environment Impact Statement in August, 2019. When the federal government responded there were over 80 pieces of ‘advice’ (read directives) back to the province for its follow-up.

The chief, pun intended, objections indicate insufficient consultation with aboriginals. Keep in mind that the federal agency struck a ‘committee’ consisting of two reps per 35 communities to respond to the plan.  Also note that each time a question arises requiring action from the assessors – the clock stops.

So, to answer the question, the channel infrastructure project is stalled because of a consultation process that appears never-ending and unmanageable.

Judge yourself what level of government is responsible by reviewing the correspondence from the Feds to the Province attached.
