FLOOD ACTION COMMITTEE

MEETING NOTES and
COMMUNIQUE #4

  August 3, 2011

7:30 pm   MAINSTAY SUITES HOTEL

MEMBERS PRESENT:

GARY GRUBERT, ANDY
ZUBRYCKI, FRED PISCLEVICH, JACK KING, DENNIS TUREK

AGENDA:

 

  1. INFORMATION SHARING:   Discussion and Feedback from committee members
    regarding August 2nd Townhall mtg. in St. Laurent.  Committee felt that the meeting was well
    attended and the panel received excellent feedback from the floor.  Pertinent questions were posed to the panel
    and responses varied from acceptable to not acceptable at all especially when
    it came to Shoreline Defense Projects which are excluded from both MASC and
    Water stewardship Programs.  Jack King
    submitted a report to the committee which outlined the over view of the
    meeting.  Jack’s report will be posted on
    our web site.
  2. FLOOD MITIGATION WATER STEWARDSHIP PROGRAM:  The
    committee went through the Guidelines and Program Overview of this Progam (can
    be found on our web site) line by line.
    We feel we have a good handle on the intent of this document.  ACTION:  Dennis will arrange a meeting with Steve
    Topping to get further clarification on identified clauses and also to offer
    our opinions and suggestions about the content and practicality of this
    Program.  The Minister in charge of this
    program is Christine Mellnick.
  3. 3.      NEWSLETTER
    SUBMISSION:  Dennis submitted for review a report written for the upcoming Twin
    Lakes Beach Assoc. Newsletter.  The report
    was reviewed and passed for submission. ACTION:  Dennis
    will submit the report to Sherie Turek (member at large for Newsletters)
  4. ALMS:  The next ALMS meeting is on August 16th.   Dennis will not be able to attend due to
    work commitments.  Jack King and Fred
    Pisclevich will attend.  We will continue
    to participate as members of ALMS but we will continue to work first on behalf
    of Twin Beachers and we will share our endeavors with ALMS and invite them to
    participate with us.  We still believe
    strongly that a unified voice is our strength in these challenging times.  However, recent events are making us question
    whether our voice, from The Flood Action Committee is appreciated or
    welcomed.  Jack and Fred will make
    presentations to ALMS regarding initiatives that were generated at today’s
    meeting regarding a further meeting with the Ministers Ashton and Mellnick  to complete our meeting with Mike Yacentiuk
    on questions which were beyond his authority.
    These questions were not posed at the recent meeting with ALMS and
    Minister ASHTON because this meeting only focused on the New Channel
    Construction.  We will also invite ALMS
    to attend a meeting we are arranging with Ralph Eichler and Hugh McFaden to
    determine what their platform stance is regarding the Flood of Lake Manitoba
    and how the Conservatives are planning to respond to Mitigation  if they are successful on Oct. 4th.  ACTION:   Fred P. will arrange the meeting with the
    Conservatives and Dennis Turek will arrange the meeting with the Ministers
    after his meeting with Steve Topping
    .
  5. INITIATIVES:
    In addition to the above ACTIONS the
    committee also discussed in detail the need to have a PLAN B in case we are not
    successful in convincing the government that they are responsible for the
    design and construction of a permanent Shoreline Defense System along Twin
    Lakes Beach North and South and other affected lakefront communities along the
    shores of Lake Manitoba such as Delta Beach, Sandpiper Beach, Laurentia,
    Pioneer, Johnson etc.

ACTION:
Dennis will arrange a meeting with
the Reeves of St. Laurent and Woodlands to propose to them that they begin
investigations and preparations to make application to the province for
shoreline defense in their respective RMS but will be continuous and similar in
nature throughout” the strip.”   We will emphasis that without a lower
operating range on the Lake and with no shoreline protection there will be no
rebuilding or reconstruction because it will be a waste of money and futile.  This would cause huge implications to the
operating budgets of St. Laurent and to Woodlands in a lesser degree but still
significant.
Also the financial impact on
area businesses and services that is presently being felt will become permanent
if the beach development is gone or nearly gone.

This would be a precedential approach as the
RM’s along Lake Wpg. were able to get The Province to construct many earthen
and other forms of Shoreline Protection along Lake Wpg.  Some stretched continuously for 10
miles!!!  Our thinking is that if our RM’s
are successful then the other RM’s can do the same for the Developments that
exist along the Lake in their jurisdiction.

We have received reports from a few of our residents that, this past weekend, they located a number of rocks in the lake that had zebra mussels attached to them.It appears the mussels have arrived at our beach.Please let folks know, and especially children know - as if they are in the water playing, and they step on rocks with zebra mussels attached, those little buggers can be razor sharp, and could easily cut someone's exposed skin.FYI. ... It is our unfortunate duty to share with you some information provided to us at the AGM last weekend by the RM of Woodlands.It appears that the agreement between Woodlands and St Laurent for winter snow plowing has been dissolved, and is no longer in place. As a result, St Laurent will not be plowing the road this coming winter.This is not due to the councils of either RM, both of whom remain in favour. The problem is due to the union in the RM of Woodlands, that has objected to the agreement, as it considers it a form of outsourcing, and a violation of the collective agreement. I know from talking to numerous of the full time residents of Woodlands that they were very pleased last winter with the impact of the agreement, and I have no doubt that you will find this news disappointing.Snow plowing will return to the format that was in place prior to last winter.I am told that the collective agreement is coming up for renegotiation in the next year or so, and the RM of Woodlands will try to get this arrangement into the union agreement when it does. A very big THANK YOU to Will Jones, past president of the TLBA. As president for the last few years, Will made it his focus to help individual members with their issues, concerns and problems, during all four seasons. Additionally, he put considerable effort into issues relating to environmental cleanup, solving the issue with ghost nets in the water, a decontamination station for zebra mussels, election communications, coordination with the other beach associations, and more.Will was always available to lend an ear to anyone who needed help.Thank you for all your efforts Will, Twin Lakes Beach is better for them! ...
