APPLICATION FOR TEMPORARY ACCESS PERMIT

Guidelines have been developed in order to provide those property owners

adjacent to the completed portion of the temporary road with controlled access.

These guidelines include completing an Application for Entry Permit and abiding

by the Conditions of Entry.  The conditions of entry are posted below..

In order for property owner(s) to be added to this Authorized Person(s) list they

must first complete an Application for a Temporary Entry Permit.

Applications for Temporary Entry Permits can be completed between 8:30 a.m.

and 4:30 p.m., Monday to Friday; at the Rm of Woodlands office, located at 57

Railway Ave. in the town of Woodlands.

Although all RM of Woodlands property owner(s) situated along Twin Beach Rd.

can apply for a Temporary Entry Permit; it will only be those whose property is

adjacent to the completed portion of the temporary road that will be granted entry

into the restricted area.

As of July 29th, 2011 the temporary road has been constructed south to Lot #315.

CONDITIONS FOR ENTRY

All persons granted temporary access must abide by the
following rules:

  • No parking on road, otherwise offending vehicle will be towed at owner’s expense.
  • No one will be allowed temporary access unless in the company of an Authorized Person.
  • Only Trucks/SUV’s and other high clearance vehicles allowed, until further notice (maximum 1 ton).
  • Moving trucks/vans arranged by residents will be allowed. Call Woodlands Site Supervisor #383-0006 to advise of scheduledtime/date.
  • Flood mitigation equipment/materials arranged by residents will be allowed. Call Woodlands Site Supervisor at #383-0006 to advise prior to delivery.
  • Private driveway construction will be allowed providing operations do not interfere with temporary access road construction. Call Site Supervisor at #383-0006 to advise.
  • No fires within restricted area.
  • Operation of water pumps will be allowed. Hoses must be directed lakeside and shall not cross the road.
  • No entry into Level 4 structures.
  • Entry permitted between the hours of 09:00 a.m. and 8:00 p.m. Monday – Sunday (unless a Temporary Closure is ordered due to Lake conditions).
  • When weather/lake conditions become dangerous all permitted entries will be cancelled and person(s) within the restricted
    area must leave the area immediately (failure to do so in a timely manner will result in revocation of the Temporary Entry Permit).
  • Not to carry out any activities that would endanger themselves or the safety of others, whilst in the Restricted Area.
  • To abide by the direction of the Access Control Officer, Security members and RM employees whilst in the Restricted Area.
  • Children and pets are not allowed.
  • Follow safety steps outlined in Self-Help Advice booklet “Floods-What to do before and after” and ensure all additional
    authorized members of their party are familiar with safety guidelines contained within.
  • Once implemented Debris/Garbage removal procedures must be complied with.
  • Residents to supply their own potable water.

We have received reports from a few of our residents that, this past weekend, they located a number of rocks in the lake that had zebra mussels attached to them.It appears the mussels have arrived at our beach.Please let folks know, and especially children know - as if they are in the water playing, and they step on rocks with zebra mussels attached, those little buggers can be razor sharp, and could easily cut someone's exposed skin.FYI. ... It is our unfortunate duty to share with you some information provided to us at the AGM last weekend by the RM of Woodlands.It appears that the agreement between Woodlands and St Laurent for winter snow plowing has been dissolved, and is no longer in place. As a result, St Laurent will not be plowing the road this coming winter.This is not due to the councils of either RM, both of whom remain in favour. The problem is due to the union in the RM of Woodlands, that has objected to the agreement, as it considers it a form of outsourcing, and a violation of the collective agreement. I know from talking to numerous of the full time residents of Woodlands that they were very pleased last winter with the impact of the agreement, and I have no doubt that you will find this news disappointing.Snow plowing will return to the format that was in place prior to last winter.I am told that the collective agreement is coming up for renegotiation in the next year or so, and the RM of Woodlands will try to get this arrangement into the union agreement when it does. A very big THANK YOU to Will Jones, past president of the TLBA. As president for the last few years, Will made it his focus to help individual members with their issues, concerns and problems, during all four seasons. Additionally, he put considerable effort into issues relating to environmental cleanup, solving the issue with ghost nets in the water, a decontamination station for zebra mussels, election communications, coordination with the other beach associations, and more.Will was always available to lend an ear to anyone who needed help.Thank you for all your efforts Will, Twin Lakes Beach is better for them! ...
