Greetings and salutations to All.

It has been a Very-Very Long time since your Twin Lakes Beach Executive has reached out to you, our members, residents and to our community stakeholders.  

Please talk with your neighbors/friends out here and let them know “Yes indeed we are alive and kicking!” If they didn’t see this message…Please-Please bounce this message over to them or let us know.  

This will be the 1st of many transmissions to all you good folks.

Many of us had that ominous feeling that our Association was going to dissolve into oblivion.  Our credibility as an association has deteriorated.  However, there are those among us that believe our Association should exist for the betterment of our Association and our Community.

I/we sincerely believe there is a political will to protect and keep our Association in good standing.  There are a very select few that have stepped up to stave off our Twin Lakes Beach Association’s demise.
The following good people have stepped up to the plate to help our association:

  • Jeff Douglas –     Vice President
  • Robert Barnes – Treasure 
  • Marc Rougeau – Secretary 
  • Will Jones – Past President
  • Rudy Kitsch – President

I need to take a moment to express my Sincerest “THANK YOU”  to these folks for:

  • Putting up with me and
  • Getting down to “business” making things happen.  Keeping that dream alive!

These guys are carrying heavy loads! 

Since our elections our executives have met twice.  We have addressed many of the inherited issues to the best of our ability.  Sadly, there are a few problems that will take a long while to resolve (if at all).  Just know that we are bringing our best to the table (I hope it is “Good Enough”).

Mission 1

Our Executive Team’s first mission is to normalize our Association’s relationships.  To me it seems that past executives have been under strain impacting our Association’s and Community’s relationships.  Let us all move in a positive direction. We can accomplish some amazing things if we all pitch in one way or another. So…Join Our Association and get involved! 

Bottom line…We sincerely hope that there is enough political will from all of you to take those steps to ensure the survival of our Association and the betterment of our Community.

Our ability to communicate was affected.  

Our Official Twin Lakes Beach Facebook page will be out of action for quite some time.  The account was not transferred properly and now is currently in “a state of limbo”.  We may need legal assistance to resolve the issue. 

We have decided to use e-mails to be our communication platform.  Our Email Address is…wait for it…  Twinlakesbeach@gmail.com

The above address is monitored.  Our goal is to respond within 24 hours.  Drop us a line (or 10) 

We need to hear from you.  

We are working on our TLBA website.  Our website would be a home for some postings of documents and other dynamic bits of useful information. 

Our future e-mails will provide further information on the items that we are working on.  For now, here is the bullet list of the topics that are in the books with more to come.

  • The New TWIN LAKES BEACH CONSTITUTION. Our new Constitution is in accordance with the laws of Manitoba as prescribed by the Corporations Act for Non-Profit Organizations and was used as a blueprint for the current proposed version.  It is imperative that we formally adopt this new updated version.  It is for everybody’s protection!  We are preparing a “Coles Notes” version comparing and highlighting the gross deficiencies existing in our current 1970’s version of the Constitution.  
  • Finances – Our financial examination differed from the information presented at our September’s AGM meeting.  The good news is the books are balanced.  We will present the corrected 2024-2025 Financial Report with our next public TLB Executive report.  We passed a motion to authorize the treasurer to transfer $35,000 from the Legal Fund and place in a+ 3.3% GIC 1-year investment.  If needed, we can withdraw these funds at any time but will lose potential interest.   Signing Authority has been transferred and efforts have been made to re-issue cheques that our SCU Bank refused to process with last one being payment for our failed AGM at the Parrish Hall back in August 2025.  Corrective action has been taken to ensure these problems will not reoccur.
  • Meindl Park – We had discussions in September 2025 with the R.M. Of Saint Laurent’s CAO concerning the lack of bylaws enforcement.  The R.M. of St. Laurent has current park bylaws in place.  Our government agencies (Conservation/RCMP) have no extra dollars/manpower to provide the protection/enforcement needed. I got to ask where does our tax dollars go?   People enter through MEINDL park only to disperse, invading our private beach front properties.  These trespassers show little or no respect for the private lakefront owners.   On November 5/2025, I attended Prairie Bylaw Enforcement’s presentation to the R.M. of St. Laurent council.  I sincerely hope there is a buy-in with this RM Council.   It should be noted that we are still waiting for “movement” regarding our September 2025 discussion with our CAO.  We belong to a community that has many stakeholders concerning our public beaches.  It is in everybody’s best interest that we all arrive at that “special place” where the respectful use of the public park areas is achieved.  There needs to be a sense of urgency
  • Twin Lake Beach Road Sign.  We have made major inroads for the long overdue Twin Lakes Beach Road Sign.  We have budgetary numbers, and a location is dialed in.
  • Block Captains & Volunteers – We need to revive Block Captains.  Oh PLEASE Tap us an e-mail to let us know that you are interested and willing to volunteer!  We are very concerned for our  Woodlands brethren.  I’m looking for ways to include “members at large” to help us deal with their concerns.  So once again, please reach out to us.  We want to do fun things.  We are calling for Volunteers to form Committees to have a BBQ  and other fun activities (open to suggestions)…So Please Toss Your Hat In the Ring! FYI…we are nice people and are a genuine pleasure to work with.  
  • Air Bed ‘N Breakfasts – are showing up on our radar.  There have been several renters’ issues with noise complaints, trespassing, charging access fees to allow “fishermen” entry to our private beach.  More often than not, there is zero respect for the private lakefront owner’s rights.  The lack of respect is more than just “concerning”, it is becoming confrontational.  Twin Lakes Beach is not zoned for commercial operations.  We are aware.

We have more items on our docket.  Rest assured that we will be sending messages out on a frequent basis to keep you informed, and more importantly, for you good folks to reach out to us and keep us informed.

St. Laurent is getting a Cell Tower…more details to follow!!! We are thinking this is good news!

I would like to offer our Sincerest “Thank You” to St. Laurent’s CAO’s Billy Jean Oliver, and to our R.M of St. Laurent’s Council member Maurice LeClair (our TLB Rep).  These people have assisted in the recent past and we look forward to their future assistance.

Is it too early to say “Peace On earth and Good Will towards Man”
