Greetings from the land of the ice and snow!
Well, it has been a very long winter and for the full-time residents out here, you have earned your Winter Warrior Badge! This was another hard winter to grind through. We are now beginning to see parts of buildings poking through our little snowbanks, Bald Eagles, Geese, and yes even our 1st wave of Robins are making their way through. Yup, these all are harbingers of the coming of spring.
Between April’s blizzards (that brings May’s Flowers) I still believe Spring is coming.
Our last communication came out around Christmas time announcing the R.M. of St. Laurent’s decision to hire Prairie ByLaw Enforcement Ltd. (PBLE). I need to put some finishing touches to that announcement.
The R.M. of St. Laurent has established protocols in place to deal with R.M. Bylaw violations. Please use the R.M.’s website to register a complaint/concern. Prairie By-law will be able to enforce any R.M. of St. Laurent’s by-laws. This is a relatively new venture for the R.M. With any contravention that is witnessed, it is important to contact our offices immediately or as soon as possible, so that we can be in touch with the PBLE.
Currently, PBLE will be in our municipality 2 days/week. It is a good start. As time moves forward, we trust they will adapt/modify their appearance schedule to better suit our needs. I understand PBLE will be at our Meindl Park starting on the May Long Weekend (May 16th-May 18th, 2026). We will forward your concerns to the R.M. including the Reeve, our councillor representative, the R.M CAO and PBLE. We have booked the St. Laurent Recreation Center for our July 19th, 2026 AGM meeting (Sunday 10:00 AM – 1:00 PM). We need a good turn out.
Our Twin Lakes Beach Association’s Constitution will be the 1st piece of business that we must vote to accept.
Currently our Association is Not in Compliance with Manitoba’s rules of Non-Profit Organizations. We can no longer operate under the existing constitution. The new purposed Constitution complies with Manitoba’s current non-profit organization rules and regulations.
Our Executive Team has drilled through the existing and updated constitutions. They have done so to present an intelligent note-worthy highlights showing what has been adopted from the existing constitution and the necessary changes required to comply with Manitoba’s rules for non-profit organizations such as ours.
I must acknowledge the hard work that our team has done to prepare. They deserve to be recognized. My sincerest Thank YOU goes out to our secretary Marc Rougeau, our Treasure Robert Barnes, and our past presidents!

I trust/we trust you can appreciate the gravity of not moving forward to accept this new document. Again, we can not continue to operate working under the 1970’s version. We must move on from the existing 1970’s version to the new version or cease to exist. So, it could be a very short AGM if we can’t get past this.
In closing I want to reach out to all that we are still looking for “Captains/Volunteers” to reach out to you, hopefully collect membership fees ($10.00), and report to the Executive what your concerns/issues are.
Since October 2025, we only have a couple of people who have stepped up.
