Sorry that I couldn’t get this out you good folks sooner but that Nasty Winter Stuff just keeps getting in my way…Man oh Man, talk about Jack Rabbit start to this winter (Brrrr)
To Start things off…

Here I am again asking for Members at Large from our Woodlands brethren to join us/help us.  We would like to inform our Woodlands members of current/relevant RM of Woodlands activities/concerns/projects.
 
At this moment in time, we do not have anyone that is “plugged into the RM of Woodlands.  To date, I have Not heard of any volunteers willing to step up and help the current Executive Team.  To reach out to us please e-mail your TLB Executive at:

We are no longer going to receive a hard copy print of the St. Laurent Newsletter.  It still happening but only in “electronic” format.  It can be sent via email right to your inbox.  Chances are the RM of St. Laurent doesn’t have your e-mail address.  So please send your e-mail address to the RM of St. Laurent’s requesting Paul Belair to get you on the RM of St. Laurent’s Newsletter mail list. The RM of St” Laurent has hired Mike Place as the RM’s new Municipal Emergency Co-ordinator and Animal Control Officer.

The RM of St. Laurent Council has made some decisions, and it looks good fur us Twin Lakes Beachers!

Council met on Nov 19, 2025.  The following is a “cut & past” from their council meeting minutes:              
                                                                                                               
Res# 395/2025     Leclair – Gaudry
WHEREAS the Rural Municipality of St. Laurent is in need of by-law enforcement and has reviewed agencies that serve our area; and
WHEREAS Prairie By-law Enforcement, based in Anola, MB, presented its services and costs at the regular Council meeting held on November 5, 2025; and
WHEREAS Prairie By-law Enforcement can provide experienced professional services 24/7 to assist with enforcing current by-laws and developing new and improved by-laws where necessary; and 
FURTHER WHEREAS Prairie By-law Enforcement has proposed a monthly retainer fee of $200.00 and an hourly rate depending on level of service required per call.
THEREFORE BE IT RESOLVED THAT Council agrees to contract Prairie By-law Enforcement for by-law enforcement services; and
FURTHER BE IT RESOLVED THAT Council authorizes the Chief Administrative Officer to the signing of the agreement on its behalf.

Res# 396/2025     Gaudry – Leclair
WHEREAS Bell MTS (“Bell”) received the Rural Municipality St Laurent Council (“Council) Resolution# 301/2022 approval on September 7, 2022, to erect a wireless telecommunication tower and accessory structure on private land located on Lot 1 Plan 34740 WLTO Exc all mines and minerals as set forth in Instrument 2146273; and
WHEREAS proponents of telecommunications towers are regulated by Innovation, Science and Economic Development Canada (ISED), as part of their approval process, ISED requires proponents to build the tower within three (3) years of receiving approval; and
WHEREAS Bell has requested Council to reissue Resolution# 301/2022 and Council has no objection to in doing so;
NOW THEREFORE BE IT RESOLVED THAT the Rural Municipality St Laurent Council concurs with the Bell MTS’ proposal to construct a wireless telecommunications facility.

Res# 400/2025    Leclair – Gaudry
WHEREAS it has been determined that there is a requirement for an Animal Control Officer to ensure public safety and safety of other animals in the community; and
WHEREAS the advertisement was place for the position and interviews were held for two applicants; and
WHEREAS it is the recommendation of the CAO to hire Michael Place as the animal Control Officer for the RM of St. Laurent; and
WHEREAS there is an on-line training opportunity for the position
THEREFORE BE IT RESOLVED THAT Council accepts the recommendation of the CAO to hire Michael Place as the Animal Control Officer for the RM of St. Laurent; and 
FURTHER BE IT RESOLVED THAT Council approves the wages as discussed in camera; and
FURTHER BE IT RESOLVED THAT Council approve Michael Place to take the on-line training in the same manner as outlined in the Employee By-law #1/2024.

Res# 415/2025     Johnson – Leclair
WHEREAS Michael Place, who is currently employed by the RM, has applied for the Municipal Emergency Co-ordinator position.
THEREFORE BE IT RESOLVED THAT Council accept the application of Michael Place for the position of Municipal Emergency Co-ordinator at a rate as discussed in camera, with a performance review to be completed at the end of the fiscal year; and
FURTHER BE IT RESOLVED THAT the start date for Michael Place be effective as of today’s date.
