I just received information from Dave Seifert that MASC has changed their minds and is now allowing vacant land owners to register with MASC(when calling ask for Jacqueline). They said there is no Flood Mitigation money for Vacant Land but at least they will let you register now and maybe in the future things will change again. It doesn’t hurt to get your name on a list.
